Slice the beef thin. Freeze the steak for 20–30 minutes to firm it up, then slice into thin strips against the grain. Thin slices crisp better and stay tender.
Marinate briefly. In a bowl, whisk soy sauce, rice vinegar, brown sugar, sesame oil, garlic, ginger, pepper, and red pepper flakes. Add the beef and toss.
Let sit 10–20 minutes while you preheat the air fryer.
Preheat to 400°F (200°C). A hot basket helps the coating set quickly for better browning. Lightly spray the basket with cooking spray.
Coat with cornstarch. Drain excess marinade. Pat the beef dry with paper towels.
Toss with cornstarch until each strip is lightly coated and dry to the touch. Add a drizzle (about 1 tablespoon) of oil and toss again so the coating crisps evenly.
Arrange in a single layer. Place beef in the basket without overlapping. Work in batches if needed. Don’t crowd or the beef will steam.
Air fry until crispy. Cook for 6–8 minutes, shaking the basket halfway.
For extra crunch, cook 1–2 minutes more, watching closely. Edges should be deep golden and crisp.
Rest and finish. Transfer to a plate and let rest 2 minutes. This helps the coating set.
Repeat with remaining beef.
Optional sauce toss. For a sticky finish, warm 2 tablespoons soy sauce, 1 tablespoon hoisin, 1 tablespoon honey, and a splash of water in a skillet until slightly thick. Toss the crispy beef to coat lightly.
Garnish and serve. Top with green onions and sesame seeds. Serve with rice, noodles, or a crisp salad.
